Planned transition announced nearly two years in advance

Dan Glazier, executive director and general counsel of Legal Services of Eastern Missouri, has announced plans to retire at the end of 2027, capping a career that began at the organization in 1981. Glazier said the early notice is intended to allow time for a structured leadership transition while he remains in the role through his departure date.

Legal Services of Eastern Missouri, founded in 1956, provides free civil legal assistance to low-income individuals, older adults and other eligible residents across 21 counties in eastern Missouri. The nonprofit’s work spans housing matters, public benefits, family safety and stability, education-related advocacy and other civil legal needs, operating out of St. Louis with additional offices in Clayton, Hannibal and Union.

From direct representation to agency-wide leadership

Glazier’s professional path at the nonprofit moved from client representation to management and, ultimately, agency leadership. His early work included public benefits advocacy. He later spent years in housing-related legal work, including representation in state and federal courts and administrative proceedings, with a focus that included homelessness-related issues. He led the organization’s Homeless Legal Project before taking the executive director role in March 2005.

His tenure has coincided with an expansion of program areas and a growing operational footprint. In 2023, the agency relocated its headquarters from Forest Park Avenue to offices in the Peabody Tower at 701 Market Street downtown, a move aimed at improving accessibility for clients and proximity to key courthouses and partner organizations. The downtown space was designed to increase capacity, including additional private offices to support confidential client meetings and expanded room for interns and volunteers.

Scale of operations and finances

Recent public filings show the nonprofit operating at a budget level typical of a large regional legal aid provider. For the fiscal year ending in 2023, Legal Services of Eastern Missouri reported revenue of about $15.3 million and expenses of about $15.3 million, with net assets reported above $51 million.

In those filings, Glazier is listed as executive director, with compensation reported in the high six figures for that period, alongside other senior leadership positions.
