Downtown public space to stay open as phased improvements begin

Construction work is scheduled to begin Feb. 9 at Kiener Plaza, a central downtown St. Louis park that anchors the Gateway Mall between Market and Chestnut streets. City officials and project partners say the plaza will remain open during the work, though portions will be closed temporarily as crews move from one area to another. The construction timeline runs through October 2026.

The project is being carried out through a partnership involving the City of St. Louis, the Gateway Arch Park Foundation and Great Rivers Greenway. Leaders involved in the work describe the effort as a targeted round of upgrades rather than a full redesign, following the plaza’s previous major renovation completed in 2017.

What is changing inside the park

The planned construction focuses on day-to-day usability and event operations—two roles Kiener Plaza regularly plays as a civic gathering place and festival venue. The central lawn area is set for reshaping to make it more functional for recreation and large crowds.

  • Flattening and regrading portions of the oval lawn, including removal of a soil mound to create a more level surface.
  • Adding shade structures near seating areas to improve comfort during warm-weather months.
  • Replacing some loose ground materials with hardscape surfaces designed for durability and accessibility.
  • Improving drainage and stormwater management.
  • Upgrading electrical capacity and lighting to support events and enhance safety, alongside irrigation improvements and additional trees.

Project leaders have emphasized that the plaza’s operation during construction will be maintained, with closures limited to active work zones as the project advances.

Why the work is happening now

The start date comes as St. Louis ramps up preparations tied to hosting Olympic football (soccer) matches during the 2028 Los Angeles Games. Organizers have confirmed that matches will be played in St. Louis at Energizer Park, bringing international visitors and global media attention to the region. In that context, officials have discussed transportation, infrastructure and public-space readiness as part of broader planning ahead of 2028.

Downtown development context

The construction also unfolds amid ongoing downtown revitalization efforts. Storefront vacancies remain in the immediate area surrounding Kiener Plaza, while new businesses have begun to open near the park. Project leaders have argued that maintaining an active, well-programmed public realm can support nearby commercial activity and long-term redevelopment, including work linked to the former Millennium Hotel site.

For residents, workers and visitors, the key near-term impact will be shifting access within the plaza as construction progresses. The city and its partners have said the project is structured to keep Kiener Plaza in service—balancing a functioning public park with a year-and-a-half construction schedule designed to deliver upgraded infrastructure by fall 2026.
